Can a PMO easily move from an industry to another industry (i.e; construction versus tecommunications) ? from a domain to another (i.e. manufacturing versus product development)?

Is it true PMO survival rates are low?

I have no clear answer about this. If we consider PM Offices (not Officers), some have a very long life (Portfolio Management Offices for example) while others have only the duration of a project.
